Metropolitan Municipality of Lima (MML)

Project: Improvement of the attention to citizens for the services provided by the MML

The MML is a public institution responsible for the management of the province of Lima, its districts, and towns. At the time of the project, it had 6,500 employees and annual revenues of S /. 1,450 million.

As a result of a study commissioned to a specialized consortium, it is established that the services provided by the municipality do not meet quality standards. The effects are high transaction costs and dissatisfaction of the population towards municipal management.

In addition, it is established that there are two direct causes. An inadequate offer of services in the Decentralized Attention Centers (DAC) and their deficient management.

Therefore, as part of a multidisciplinary team, we are entrusted with the development of the ICT component of a study, at the profile level, with the following deliverables: the modernization of a new DAC and the implementation of a system that automates and governs the provision of a set of prioritized services to citizens. Among which are, minor works licenses, urban certificate, minor purchases, among others.

Before

It was observed that in a DAC:

  • Had outdated Information and Communications Technologies (ICT) with no interoperability.
  • The officials worked with obsolete equipment and in poor condition.
  • The processes for the attention of citizens’ procedures were not documented or updated. Therefore, there were no effectiveness or efficiency indicators.
  • There was not an adequate DAC management framework in place

After

A new DAC was proposed with the following attributes:

  • Installation of 50 positions with new desktops, and 50 network connections (category 6A certified) with their respective connectivity platform.
  • Interconnection with fiber optics, and contingency connection (VPN), from the new DAC to the MML Data Center.
  • The implementation of an Electronic Administration platform for modern management of the life cycle of the prioritized procedures that are provided to citizens was proposed.
