Project: Modernization of the National Public Investment System (SNIP)

MEF is the body in charge of planning and executing the economic policy of Perú to optimize its economic and financial activity.

To obtain the greatest impact from public investment, the ministry uses an information system that automates the National Public Investment System (SNIP) to improve the formulation, programming, execution, and ex-post evaluation of projects. The entity's need is to modernize its system.

To solve the ministry's need, a consortium of companies and economics specialists is formed. Our participation, related to the software aspects of the project, occurs at the invitation of one member of the consortium.

In short, our contribution was the redesign of the life cycle of Public Investment Projects (PIP). From the registration of a new one, through the compilation of all the necessary information and the monitoring of all the phases of its evolution, in accordance with the theoretical-economic framework that the institution manages.

Before

  • The existing SNIP information system had a series of deficiencies that led to a call to reformulate it.

After

  • A project profile was prepared with the participation of a multidisciplinary team of specialists in economics and the public sector.
  • The SiSNIP system was designed with 4 modules: Programming, Pre-investment, Investment and Post-investment
  • A single PIP File was designed with some variants for economic sectors such as: Education, Irrigation, Health, Sanitation, Transportation and Tourism.
  • A series of qualitative and quantitative benefits were identified, including saving public money for investments made in poorly formulated projects, among others.
